Create wordpress template from PSD (C4C)

Need a PSD converted into a wordpress template. The PSD is attached. Home page should look identical to PSD. Other pages should have the same design, but different content which we'll provide (you can just leave it blank). Please add the other pages, however, so we can fill up the navigation bar. Please put all posts inside the "News & Events" page. The links for sorting these posts as well should only exist on that page.
