Can you build me a layout app?

Help! I need an easy way to layout a camp for a big festival. Layout can be done in a common software or a custom app. The user, me, must be able to enter the dimensions of camp i.e. 100 meters x 400 meters. Then the user selects from an asset list which will include 1/25 scale shapes of RVsA, RVsC, Trailer, 40Container, 20Container, Generator, Kitchen, Bar, Car, Water Tank, Epost, etc. Each shape can be named and moved around to find the best fit. The goal is to design and layout a camp and find the most efficient way to organize all of the things that need to fold into camp. Once layout is completed it can be exported to PDF or CADD file to be converted to 3-D. Please see example images. Thank you. CW
