Convert PSD to xhtml/CSS Website

Hi I am looking to update my website based on this PSD: [login to view URL] (home page) and [login to view URL] (other pages). I am looking for a freelancer to convert the provided PSD to a fast loading and web standards compliant website that will display accurately in all major web browsers (IE, Firefox, Chrome, Safari, Opera etc.) I will provide you with the PSD. Here's what I am looking for: 1. W3C compliant HTML and CSS 2. Lean code for fast loading website and SEO 3. Top menu to change the colour of the text when hovered over or selected 4. Green area on left to provide for adding rotating text/images 5. Boxes under "Helping People", "Helping Animals" etc to allow me to change the content (text/images) 6. White area is where I will add content. Please add h1, h2, h3, and h4 CSS - I will change fonts colours etc. This should expand as necessary depending on how much content is used. 7. Green footer area to allow me to add my own content (text) 8. Area under footer to allow me to add text. 9. Easily add content in the right column (as per [login to view URL]). If you need to make changes to the PSD, that will be OK.
