Create VB.NET DLL for creating/parsing EDI 850 Purchase Orders

I am looking for a developer with experience in providing EDI (Electronic Data Interchange) solutions that can deliver a DLL (with source) for creating and parsing '850 Purchase Orders' in X12, ANSI, and EDIFACT formats.

I would like the solution to be provided in VB.NET. The general architecture would be such that basic item information could be passed to the Class via Structure objects, and the Class would then return the properly formatted EDI message. The converse should also apply where the EDI message could be passed and the parsed data is returned via the standard Structure object.

Ideally, this Class should meet NIST standards and be robust enough to be consumed by any organization processing EDI transactions. For components of the message that can be considered configurable (i.e., delimiters, sections, etc..), I would like to have these included in the body of work. As I am not an expert in EDI messaging, it is highly probable that I am unwittingly excluding some important aspect of this specification. As the expert, I am depending upon you to help expose any gaps. So, please do ask any questions you feel pertinent to this project and recommend changes in scope.

I have provided a CSV file containing sample orders that typically arrive from the eCommerce system. This data can be used to craft the '850 Purchase Order' to a supplier with an internal ID of 'ACME' and name of 'Acme Industrial Supply'. Feel free to mock-up any address and associated detail required to complete the message.
