Convert Existing Excel Spreadsheet into stand alone VB app

I have an existing Excel Spreadsheet I need to convert into a stand alone software application. Spreadsheet consists of many sheets containg complex VBA logic, including importing data from specifically formatted .txt files. I am reposting this project afetr being deceived by the contractor I originally awarded it to - he had no idea how to do it despite insisting he did for over a month. So nobody will be considered for this until signing and returning the attached Non-Disclosure Agreement, after which I will send you the file that I need converted. Any estimates of time and cost prior to my sending the file will be ignored, as you cannot guess how much work is involved until you see and understand the file. Thank you.
