I have much experience working in Arduino and also working with GPS NMEA frames, for example $GPRMC This is how it works and I can do the job quickly. I have several models of arduino currently my availability, (UNO MEGA, ProMini) so you could test directly on the hardware and deliver a functional deliverable. Also I have real GPS modules, so the work would be reliable.
