clean txt files from duplicated data inside the file

I have txt file like the attached. each file starts around 07:20: and ends around 16:15. for some reason some of my files are holding the same exact data (after 16:15, the data continues again from 07:20) which needs to be cleaned out.
The software needs to 1. load a library, and read all files in it. 2. when a file has a duplicated data (after 07:21:00XXX there should not be any data with 07:20:XX) it should be cleaned out and saved into "fixed" library. 3. a list of fixed files names should be created 4. an error list by file names should be created as well. also, it should have progress bar.
I don't care which language is used as long as it's opened in visual studio or delphi.
