Creating a Proxy Server with multiple DSL connections and virtualization.

I am looking for someone in the Ukraine. I am looking to tie hundreds of DSL connections into one server or computer and use it as a proxy server that can be accessed from anywhere. Server would need to be placed at the ISP we are using. Each DSL connection must have dynamic IP's that change hourly automatically or remotely.
