CAD Pipe connector macro

I need a macro for a CAD software or a separate piece of software that will take any STL type file, scale it to a certain size and produce a separate CAD File of each join inside the STL . i.e. an STL structure consist essentially of a combination of triangles. I want to construct a part using pipes to make a up that structure and want a macro or software to take each join in the STL and create a higher resolution CAD drawing to interface to the connecting pipes. Each join will be constructed using pre-set parameters such as Inside Diameter of pipes, Outside diameter of pipes as well as insertion depth and wallthickness of the join piece. The software will create a separate CAD file of the original STL file with a layer numbering the join pieces. Each Join piece will incorporate the number of the join piece as well as the length of the pipes at each connection uses to connect to the next connector as a recessed number. Each connection piece may have between 3 to 5 connections and it would be great if the regenerated CAD file could automatically re-size / combine some triangles that would result in triangle too small to use the pre-defined pipe sizes. The idea being that we can 3D print the connection pieces and refer to the newly generated CAD file for position in the STL and pipes that need to go onto it. The enclosed file shows what a connection piece might look like and each shoulder that is inserted in the connecting pipe will have the length of the relevant pipe "engraved" in the section that inserts into the pipe. I am not tied to a certain CAD software provider. I think the project is challenging enough as it is. I do't even know if it is possible but I presume that it will be given some modification to the specifications.
