Build a front end launcher for an app on a USB key.

Scope of work : We will require an NDA be signed before we can offer additional details on this project, please keep that in mind. We need a front end launcher for an app that will be contained on a USB key. The Front end launcher will have the following items on it: (We believe this can be accomplished easily in Visual C++ but if you have a better option, by all means, let us know) A. Direct links to a couple of websites referenced by Icons / text B. A window or dialog box where we can insert new content that will be pulled via HTML from a pre-existing website. (Ideally, we'd like as many of the buttons / areas on the launcher to be able to be 'refreshed' with web / online content as possible - with of course static info if no net connection is available at the time) C. a 'login portal' that will authenticate a username / password to a back end server to launch our app w/ a command line argument (i.e. [login to view URL] -f ) D. Once that login is complete, we need the app to download 3 or 4 small files from a server / directory (assuming the user has been authenticated) E. Upon closing of the app (or re-inserting the USB key and launching the launcher again) we need those same 3 or 4 files to be purged from the USB key in a manner that is not visible to the user. F. In essence, the app will only work properly with those files - and those files are downloaded on app launch and deleted when done ... the key's front end will also do a check for them when the launcher is launched and delete them as well UNLESS the user has authenticated / logged in. G. We will need advice on how best to handle the authentication on our back end (i.e. SQL or what your thoughts are? We have a full linux based VPS with Wordpress running and can easily accomodate a simple authentication portal) H. We of course also welcome advice on how to do this differently / pull it off more effectively . We are fairly technically minded so open to discussion :) Thanks!
