I have read the attached document and it is technically a good fit with my skills set, it reminds me of an animatronic project I did for a museum, however I am somewhat confused by the description in some parts. I think this is because you have mixed your objectves with some proposed methods of achieving them.
I havent checked in detail but the Mega2650 may not be able to support the 53 servos, force sensors and buttons, it seems you will need afew f them or perhaps use some custom hardware that will do what you need in ..say modules of 8 all linked to the PC.
In your outline (example 1) the servo appears to be activated by the presence of a 1 in the associated file which is then cleared and the desired servo displacement applied, is there some other process that reset the 1 in the file?
Your objective would become apparent if I knew what your application is *s*.
Anyway for now my bid is really just a place marker but I'd be interested in getting more details and happy to chat about your project.
