What type of mail service you have installed on the server? There must be spamming activity is being done in VPS server. Did you look in mail server logs to get some information? How many domains are using your email server? Delisting an IP address depends upon the spam database who blocks your IP address. Spam database does have own T&C to delist the IP address, but still I can try to delist it from spam database as many as I can.
