clone of a site - with mysql to produce a top10 list site

I want a site that will allow a user to create a top10 list about any subject. basically this will be a mysql backend that will allow the user to ad different lists about a subject. An example to use is [login to view URL] - a list of items related to poker in a 'top10' format. The site will work from one page template - a css 3-column design - i will create this. What i require is the backend mysql db creation and administration section created by the programmer. A better description is as follows: Top 10 site clone The site should be a css (table-less) 3 column design (php). Column 1 and 3 will be included files called [login to view URL] and links.html. These two pages will be designed by me. There will also be a header and footer page. I will design this too. Site will be a mysql-driven site with each top 10 list stored in the db. Each top 10 list will have 10 items including link and optional image. Each top 10 list will aslo have a title and description field to be shown. Site MUST be seo-friendly. This can either be by mod-rewrite or by the creation of static html files. A list of all top 10 lists in the db will also be needed to use as a menu list on the site. (simple db query) Admin section of the site is extremely important to be good. Users will be able to add/edit/delete any top 10 list. They will also be able to add/edit details such as the name of the site etc. The example of [login to view URL] is perfect. Basically, this has to be recreated but with a mysql back-end for the data.
