Convert HamWeather Templates to CSS

This project is very simple and can be done fairly quickly. I need the default templates (mostly HTML) for HAMweather 3.9 PHP updated. I need the code cleaned up a bit and the templates modified from hard coded values to use CSS. You will need to create the stylesheet. ALL CSS elements are to be prefixed as HW (ie. HWsmallfont). The template set includes 58 templates.
