Blogging Website

Hi there I need a blogging website built. It needs to function similar to something like Facebook where people sign up to it. When they sign up, they upload photos into an "album" - each photo can have a title with it. From there, they can choose which one is their "profile photo" i.e. the one everyone identifys them by. When people sign up to this site, it is to create them a URL e.g. [login to view URL] Here is where there blog is at. You must also be able to "connect" to other peoples blog (if you are registered) and either recieve emails when the other blogs are updated, or recieve notifications on your "Home Page" (the first page you see when you sign in) consisting of the blog title, blogger name, paragrapgh title and maybe the first sentance or something with a link to go and view the blog. There should also be an extensive admin section to monitor such things and users registering etc. This site will be FREE for my users. If you have done something similar, please provide a reference (although this is not 100% necessary). Also, please post a couple of ideas as to how this site could be made better (suggestions of features, layout of blogging page, name of site/site URL etc.etc.).
