Add new user class/group on existing site

Existing website built on the zend framework needs a new user group that can only see certain pages on the site. Currently visitors must register to see certain private pages, otherwise visitors only see public pages. I need a freelancer to add a new user group that are able to register but can ONLY see the public pages. In other words on the registration page there will be two options for visitors to select: userA or userB. After registration, UserA will be able to see private pages and userB will only be able to see public pages. The site currently only has userA option, so I need to add userB.
