1. I have a web page that is partially in tables and partial CSS. i want it converted entirely in CSS. this is the web page:

2. i also want the page to be coded with "ordered source" html so that the page code is manipulated so that the MAIN CONTENT which is in the 2nd row basically next to the left navigation will show up at the TOP of the page code.
if you think of the code as in SECTIONS these are the sections on the page:
Section 1: TOP NAV BAR includes the logo and phone number, the row with the type in search function and the first row of links from HOME to Contact.
Section 2: Left navigation area with all Magazine Services down to the paypal logo
Section 3: Main BODY CONTENT including the image with Cosmopolitan magazine all the way down to "What Customers say about magmall text box"
Section 4: RIGHT NAV area including the checkout box, the Ordering for a business and the HELP/Chat section
Section 5: the whole bottom NAV AREA including the box with the Discount Magazine Subscription Offers down to the copyright.
The PROJECT is to get Section 3 to show up at the top of the source code of the page before the other sections show up.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
