Database Driven Flex /Actionscript 3 Website/Application

I am the tech guy for a small organization needing a database driven Flex 2 or 3 /Actionscript 2 or 3 website/application written. It will be an internet facing application hosted on a normal website. We own quite a few timeshares and other properties around the world and want to be able to reserve these properties via the website and receive confirmation numbers and such for the date and times which will be sent to the member as well as the reservations administrator (via internal email - see below - and SMTP address).
The website is for our membership only so no self-registration features will be needed (except for password resets). Also, we vote on topics and we would like to be able to have an e-voting section that will allow a person to vote only once per question; (resetable only by the admin); this, too, should provide some form of confirmation (via internal email - see below - and SMTP address).
Each member will be assigned a user ID and password that should be stored in the database and not in the application. Each member should have the capability to modify their information (name address, phone number, email, etc.) in the application.
All activities within the application should be restrictable via role-based security - meaning, there are certain permissions available (read, save, upload, download, etc) Those permissions should be assignable to specific roles - for example, the "admin" role has all the permissions while the "Timeshare" role only has the ability to reserve timeshares but the "All Properties" role has the ability to reserve all properties but has no admin permissions. The permissions should be assignable to the roles via drag and drop. The role(s) should be assignable to the user via drag and drop also; multiple permissions should be assignable to roles and and multiple roles should be assignable to users.
We would also like the application to have an internal email system - meaning each member will have internal email in the application in an email/messaging section. They can send email to other members only but cannot send external email to any SMTP address. In the My Settings" area, it can be selectable (via a checkmark ??) for the member to receive an application generated email notification, to the email address in their record, that there is an internal email waiting for them in the application. So, there will need to be an SMTP component to the application. On the flip side, the application itself should be able to send emails (reservations confirmations, update of information notifications, password reset information, etc. to any internal as well as SMTP address in any member record in the database.
The application should be able to be configured to take credit cards for payments for items bought from the organization or to pay for timeshare reservations; which means that the application will have to be secured correctly (SSL/https).
The application has to be created in Adobe Flex 2 or 3 and/or Actionscript 2 or 3 in addition to using other web technologies (ColdFusion, PHP, MySQL) as needed and be totally secure.
