Create a Site Similar to HotOrNot.com with some modifications

Hi all, I want to create a photo rating site similar to [login to view URL], with some adjustments. I will create the Website design myself (in HTML), then all you have to do is just integrate the script into the design. I don't have the script, so you will have to create it your own, or use a premade script, i don't really care, as long as it works similar like HotOrNot script. This will be a picture rating site for a CERTAIN SPORT, so people will submit their picture from the sport which I will tell you later. The modifications are : - The frontpage design will be looks like the file attach. Please see. - Other than rating photos, people can also POST COMMENT for photo. - The other are pretty much similar like HotOrNot.com. Please take a look at the site and rate some photos to see how it works. Ok, I really think this is a simple project for you who knows programming, cos I already had the design completed, you just basically need to integrate the script.
