Design and Develop A Wordpress Theme

I am looking for someone who can help me build and develop a theme that looks similar to this: [login to view URL] With the following functions/addons: - Instead of the Login and Register being on the top "Howdy! Please Login or Register" I want a sidebar similar to the one on "[login to view URL]" where it has Login and Register. And once you click Register, it will expand to a register page. - the add new listing should be a highlight option ( I basically want a website that has a pinterest feel to it, 2013 look, or also look at [login to view URL] for the kind of menu style i am looking for) - When you first go on the site, I want a popup like "[login to view URL]" but instead of Facebook, it's pick your location with a drop down menu of different cities in North America. - When you pick your City, it should only list items within your city in the main page (thumbnails) - when you click "view details" the lefthand categories I want a cleaner design, once again something like pinterest, or the web 2.0 feel. -
