burning .enc files to cd

I had a "encoder" program made for me that encrypts a setup program to be opened with my "[login to view URL]" after unlock confirms "key" I supply made with my "keygen" that also uploads and voids the keys on my server. The programs work fine in all computers when I use a jump drive. When I burn the programs to cd, directcd, the cd will only work when run from the drive that burned it but not any other drive in THAT or any other computer. CD is closed and finalized. All other files on the cd can be read in any computer.
