Decrypt a few rows in a database

I have a database containing? one table? with some rows encrypted using an unknown cipher and algorithm. We know that in a row the uncrypted (plain) text should be? 10 or? 12 characters long with the pattern described below: 07XX-XXX-XXX (12 characters)? or 07XXXXXXXX (10 characters) where X is a number from 0 to 9. The crypted text looks like this for one row: "¤¼¥?"½ŽO›èäLEac‰C", "f»äø‹ÕS®?'¥›¢Lá&"? or "`Gd??-a»?^÷­Ù7ý" without "". It is possible that the cipher key used is "hazard" but I'm not sure. I need a coder to determine the cipher and algorithm required to decrypt the text. I need him to tell me the exact cipher and algorithm used and also send me an implementation of that algorithm in ANY programming language.
