Custom Dtatbase for Consultant Assessment Advanced Scoring

We are Consultants that? use an automatic online assessment tool which delivers assessments to clients and company automatically, but the scoring offered does not allow enough levels of business rules, or custom reporting capabilitities to provide the automated consultant's results that we want.? We would like a PC-based custom database developed, hosting recommendations or arranged, and features including (1) automatically receives emails for each assessment, (2) system parses emails and updates database records (creating new ones), (3) calculates the results, (4) emails client with their custom report, (5) has room to grow for different kinds of assessment processing and other data collection on clients, contacts, appointments, project management, action items, employees, etc. for future phases.? Open to hearing about different language options, however I prefer to like ACCESS or 4th Dimension since we have the ability to make tiny edits in house for these platforms.
