Add to existing program

I am looking for a software modification of MS Internet Explorer (recent versions 5.0 and higher). The feature is to add a new button on the tool bar to open new a browser window. Any ideas or suggestions as to cost & time ? Commercial marketability ? Also looking for anagram experts still doing research in this area (pending). ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) Exclusive and complete copyrights to all work purchased.
