change theme of my wordpress site

i have a wordpress site [url removed, login to view] its also responsive.
I will provide the new design (PSD) you need to change the design/theme of the site according to that, screenshot of the psd (new design) is attached. The new theme should also be responsive like the old site.
Some other changes i need:
1. We will add 4 more services
2. Header image will change depending on if they are in Pueblo, Colorado. If in Pueblo, then they will see the Pueblo main slider, if not then the default Slider
3. They will have more than one attorney so they will need to add more than just 1 in the current site
4. They will have 2 different addresses just like the current live mattey site has
5. All else stays the same
Colors will change as you can see
