Design a Website

We need a website that has all the capabilities to use classified ads, like Craiglist. This website must be responsive and it must be on Joomla platform. There is one competitor which is the one we're trying to knock out. I'll provide details in PM. Thank you. It has to look catchy and cool and feel really easy to use. Mobile Version must have the capacity to upload pictures and create a classified just like the normal version. Requirements: It must look better than the competitor's page which I will provide Add spaces for Advertisements around the page I am on a low budget but as you can see this is pretty simple.
