Custom Wordpress Theme and Website from HTML Template

New Wordpress theme to be created from current HTML template and installed on a new web hosting account with cPanel access as the basis for a new website. HTML Template includes HTML files with PHP "includes" and CSS with images. Wordpress theme should be exactly like the template in appearance with all functionality of Wordpress available through Admin. I have attached the files for the template and the PSD for the design. This will be a Flower Shop website. Website will initially consist of 4 pages: Homepage, Arrangements, Occasions, Contact/Directions. Content area for the homepage is in 2 columns--both columns should be editable in one editing window at the same time through normal Wordpress editing functions. No special work arounds or hacks will be acceptable. The rest of the pages should have only one wide column for the content area. All pages will have a left sidebar for navigation and other common content components. (See design) The Arrangements page needs to be a modified photo gallery that displays Categories of flower arrangements with several samples (photos) in each category. Each category should be an internal anchor to be linked to from Occasions page The Occasions page will be a list of Special Holidays/Occasions with internal links to anchors on Arrangements page. The Contact/Directions page should be a simple Contact Form with spam protection (name, email, phone, subject, message) and include a Google (or other) embedded map and directions from major highway (directions to be provided). I am open to any suggestions for better efficiency or functionality of website. Please contact me with any questions about design, content or functionality. The winning provider will be chosen based on Wordpress experience/expertise and price. My total budget for this project cannot exceed $250. Please do not bid if you are not a Wordpress expert. Remember that all other factors being equal, I am looking for the best value for the money, so price does matter as well as quality.
