Convert Site to WordPress + Database Work

For this job I think it's best if I get a team that has a designer and also a coder for some mysql database work.
I need a site that currently does not have a CMS converted to WordPress.
This job includes:
- Select a Theme
- Customize Theme to Match Old Site
- Design Widget Areas to Match Old Site
- Set up Permalinks so all pages match Old Site (important)
- Restore Old Content to New WP Site (pages, menus, posts)
Most of the site is simple pages with some text and will be easy to convert, but there is also a directory of MP3 audio content that is stored in a database and managed with a Ruby on Rails app. The directory needs to be usable in WordPress. That means you will need to do some database queries in order to convert the old database content into WP posts.
You will need to look at the current site and the directory, so please ask for the URL in PMB. I can also provide a screenshot of a record from the database if you need to see that.
