Build front-end and database for shipping company

I need to have a PHP/MySQL website built that will: - Allow customers to register for an account - Allow customers to log in to see details of their shipments and to create new shipping orders - Allow customers to send messages to administrators for questions and comments - Allow an administrator to log in to see order status of all open and closed orders - Allow an administrator to see messages sent from customers - Allow an administrator to see problems with orders on main admin page - Allow an administrator to search for customers by name, address, phone number, etc. - Allow an administrator to create reports for current shipping orders - Allow an administrator to create reports to export to shipping company for label creation - Collect and store information about funds deposited into a holding account, and allow the administrator to check the balance before shipping items The premise is: Customers who live in another country can register with this website for an account/mailbox in the US to have packages shipped from US retailers to our US address then we repack their boxes and forward them to the customer. This is a service for people who live overseas and cannot ship products to their overseas address. Our company receives the products from the retailers and notifies the customer by email. The customer logs into the system and selects consolidation options and fills out customs declaration forms. The customer requests shipment from us to their overseas address. If the customer has enough money in their deposit account to cover the shipping and handling costs, the moneys are deducted and the packages are consolidated. The shipment is sent and the customers are given a receipt with the tracking information.
