Build me a Phone Dialer, Preview Dialer, Predictive Dialer, Auto Dialer Telemarketing, Cold Calling, Sales

I am looking for someone who can build an Auto-Dialer for the PC. It's basically a preview dialer, some call it predictive dialer. It's used for Outbound calling, telemarketing. I would upload my call list to this dialer and it would auto dial the numbers with features such as disposition calls, call backs, appointments etc... The Dialer needs to be compatible with a VOIP phone. This dialer can be a software or even web based composer. Maybe my jargon that I am using is not accurate but bare with me.
