Custom Script Created that logins into my account and checks shopping cart stats

Please note that I am looking for someone to work with Long Term. Long term on this project to make updates to it a needed, as well as long term to work on other projects that I will need you for. I need a program that will tie two of the existing third party programs that I use together. Please take a look at what I need below and make suggesstions on how I should do this and what program it should be done in, in an effort to make it as smooth running, automated and SECURE!!! as possible (If must be very secure as we will be dealing with very sensitive customer information) I am looking for someone that can create a special program that will: #1 Log into our shopping cart system here [login to view URL] on a regular basis, maybe at 12 midnight every day. #2 The program would then check to see all of the orders that where DECLINED for payment that day #3 The program would then log into our membership software account and then disable all of the members who where declined for payment in our shopping cart system (step 1) and set their account to "inactive" to disallow them access into our membership site. Note: For at least 5 days or so our shopping cart will reattempt to charge a credit card that was declined, so the program should be able to tell if a declined card was later approved and if so to go into our membership site (step 2) and reactivate that customer's statues. I must stress again that the program must: A- Run on it's own B- Be VERY secure so that others cannot hack into it. C- Allow me to make changes as needed (for instance to update the login info to get into our shopping cart and membership site, get into it from any computer, etc) I'm not sure what information the program would use to identify customers between the two systems, but hopefully you will be able to create a solution. Buyer will receive exclusive and complete copyrights to all work purchased.
