Create a database for a membership form

The website is for a snowcross series. Once the riders enter their information into the membership form with payment (client wants paypal) and BIB (their race number ie- John Doe is #29, but new riders will give the client 3 options and she chooses their number and once their payment has gone through and she selects their BIB number she wants their membership to automatically be activated). Their membership can't be activated until she chooses their BIB number out of the three options they entered into the form though. She doesn't want to have to manually activate their membership...she wants it so once she enter's their BIB into the db it will automatically "activate" them. Then she needs an email database. One for people who have subscribed to the newsletter only, one for vintage racers, one for pros and pro lite, and one for 120's. (trailsport, women, etc will be grouped together under a different news letter). So she wants the option to be available to be able to just choose what class she wants to send the newsletter to and it goes to everyone under that category.
