Create advanced Vimeo HTML 5 player, with sports style overlay features

We require a custom HTML 5 player, built around the Vimeo API. The player must have the following features: 1) The ability to add timed overlays to the video. This must include a fully flexible GUI, similar to YouTube. We will require several basic overlay templates 2) The player must have some form of anti-download protection. 3) The system must have a simple CMS system. 4) The system must produce a simple embed code. 5) The player must have domain lock features to ensure it can only be embedded on approved domains. 6) The player must have a timed comments system, where users can place comments at certain times within the video. 6) The player must be 100% bug free, and work every time. We will provide overlay designs.
