CPV / PPV (adware) Network Platform Needed

We are looking to create or purchase a CPV / PPV network similar to Media Traffic, Traffic Vance that will allow us to show advertising to users who have installed our software. If you are familiar with this type of software then it should be self-explanatory what we are looking for: Client Installation File Web Based Control Panel to manage advertising and control how advertising is displayed. We would prefer to purchase a ready made system that we can then modify to fill our needs. If you have a system already created, please indicate this in your bid along with features and functions of your system. If you do not have a system like this and would like to bid to build it out, please indicate your past qualifications for developing this type of software platform.
