API/SCRIPT Carrier Provider/CNAME

Hello, I'm looking for a programmer that can develop an API/Script that I can use to input a phone number and get it back the Carrier Provider and CNAME, if possible if it's a landline or a mobile. The programmer will need to proove that this is doable. The code must be 100% free from copyrights, can't use paid services and I will have copyrights on it. A Demo will be welcome. Language MUST be PHP. This is a personal use for now, so my budget is very limited. Thanks
