Automatic Email acccount Creation software from scratch

Need a custom app coded that will be web based and automatically create a pop3 email account using my domain name for my clients. I assume this should be in php or cgi and will receive input from a registration form that you create. I need to be able to change the registration form on the fly. Using this information, the software will create a 10 megabyte pop3 account on my Linux server and forward a template email to the new user with sign on information and welcome text. I will need an admin section as well. It's very important that I am able to brand each email sent through these accounts, so I assume that this will need to be a selfcontained web app that actually serves all of the created accounts emails rather than just setting the intitial account up. The branding will be added, behind the scenes, AFTER the user sends their emails with this new account. This project also requires a very nice web administration page for the users as well as an admin section for myself. This needs to be easily administered by me with templated and common sized advertisement areas. If you want to use widgets to build this, be sure that they are gpl and that you make significant changes to ensure that this app is classified as a custom app. If you have any questions, please ask BEFORE bidding. Buyer will receive exclusive and complete copyrights to all work purchased.
