Clone of zoomerang.com

I am interested in developing a site to compete with site zoomerang, an online survey site. I would need the complete site created, including survey generation, list management, and payment collection system. Please only respond if you have specific experience in these areas. I honestly don't know if I will actually award a project because right now I'm just trying to figure out what my options are.
