Create a standalone membership and tracking system

Our current provider has let us down badly with delivery of a simple user management and tracking system, now being 8 weeks past due. We require someone who can quickly (within 24 hours) re-create a simple system to manage members to a club, and track their purchases of time at the club, and how much time they have used. This needs to be a standalone application running on Windows. The timeframe for creating the app is also very small (under 24 hours). Due to the ongoing disapointment with this project, please only place a bid if you are able to deliver within this timescale.
