Create small php script

I am after someone to write a small script.
It will need to do the following.
I enter mysql database username, password, host etc. I also define the table name and a column name.
The script then loads each row of that column, runs a html decode on the contents of the row, and then saves it back.
This will be run over ~3million rows a data.
