Customised IRC Services

Hi Coders,

I would like to request someone to code some services for me. The compatibility with an IRCd is up to you, however I would prefer something along the lines of Hybrid or IRCu.

The Services that I would like to clone are the ones that are employed on Galaxynet. A complete list of commands as well as the oper commands etc and what each command can do is availible at <[url removed, login to view]>

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) A through time for testing the services to make sure that they are in working order

3) As much configurability as possible through the .conf file
