DATING SITE - Unusual customization needed

Hello,
I am looking for someone to set up a rather unique front end/interface and database for OSDATE software which has just been installed on my server. This new interface will replace the standard home page, and must be fully integrated into the existing site so that it is visually appealing, runs smoothly and makes sense to our visitors. It does NOT have to be beautiful, just pleasant, and fully functional.
I have a complete and detailed spec sheet available as a PDF file. However, due to the rather unique nature of the project, I must ask that you first read and agree to a simple non-disclosure agreement (NDA) which I will be happy to forward at your request. Once you agree to the terms, I will immediately forward the spec sheet.
My budget is around $500 max, so please don't bid above this. Project needs to be completed within two weeks, and you will have my full attention from start to finish. I am easy to work with and clear in my thoughts. I will expect regular contact and progress reports.
I prefer someone located in the US or Canada with strong English language skills.
