Cell Phone Unlocking

I am looking for someone to help with a website that I am creating to process unlock codes for cell phones. I do not need help with the web design itself, only with the PHP, MySQL, etc, as I do not have time to do it all. I have access to an API, so implementing that along with some mysql/php is all that is needed - I do not need any design work, just strictly the coding. The way it works currently is: Users visit my website, fill out a form, and complete payment via PayPal. I receive an email from PayPal with the necessary information, and then process their unlock code manually, and then manually email the code back to them. The way I want it to work is: Users visit my website, fill out a form, and complete payment via PayPal. Upon payment, the users details should be added to a MySQL database for future use. I receive a email/receipt from PayPal. Upon payment, the details of the user's phone should be submitted to the unlocking server via the API. I would like to be able to call the user's info from the database and add the unlock code to it. Furthermore, I would like to be able to call the user's information, have a dropdown box to choose the instructions to send based on the phone manufacturer, and have a button to send an email to the customer along with their IMEI, unlock code, instructions, etc. Remember, much of the functionality is already in the API, I just need it coded into my site. Payment will be in 4 stages. 1) 25% upon start 2) 50% upon proof of codes being able to be submitted to the server automatically 3) 25% upon completion
