Convert website to use CSS - Java

Convert a website to make use of CSS so that different versions of the site ("skins") can be easily created. The site that needs porting is the online games site oneplay.com. Please visit the site to see how many pages there are. Please include in your quote the browsers/platforms you would make the html/css compatible with whether it would wc3 compliant, and the document type xhtml etc The site is built using Struts/Tiles, running on Tomcat within JBoss. There will be ongoing work, so I would prefer an experienced Java web/Struts developer who is able to make changes to the Struts/JSP/servlets etc in the future. Some basic photoshop skills to build up the images/page etc from psd files would also be useful.
