Create Google Hangouts button

Please read first: 1. I need google hangouts button to start new group (can be plain html file or php file where that button is accessible) 2. I need that when users press that button in that php file or html would display chat room and separated button where users can press and join that group I have google app membership for public apps and have ssl so if this requires those its not a problem.
