Business Parallax Scrolling Website

I want the best f'n website for my independent consulting venture. It needs to be: 1) professional, 2) incorporate a one-page flexible design with parallax scrolling that works on desktops, laptops, and mobile devices, 3) fully IE, Chrome, Firefox, and Safari compatible, 4) include the ability to email using a form (no mailto), 5) incorporate the logo and colors attached to this request, 6) provide interesting transitions that aren't too over-the-top like -- good example is [login to view URL] The four sections should be a landing page/home, about us section, services, and ending with a contact form. There should be a menu on each section (like [login to view URL]) that highlights which section the user is in. The current website was never finished, but you can get an idea of what my consulting firm does via the attached brochure.
