Custom VOIP System

I need a custom VOIP system developed which would do the following: * We need to be able to load in a list of phone numbers and have the system automatically dial out to those numbers. * We need the ability to record a custom message to send out to the phone numbers, and we need the ability to STORE those custom messages so they can be re-used if we need to. * The message will go out as a "Press1" campaign to the list of numbers we have loaded into the campaign. * When a user presses 1 on their phone the system will do the following: - Connect to a PHP script on our server which has a function in it to find the phone number to deliver that caller to. We will have a member base that will be paying us per call we deliver to them, so the system has to know which member is next in line to receive that inbound call. - Once the call is transfered to that member, that particular member's credit card will be charged "x" amount. - The phone number of the person that pressed 1, is emailed to the member it was assigned to and that lead record is recorded in our database for that member to call up at any time. ## Deliverables That's the basics of how the system will work. I just need the VOIP process developed. I will handle the PHP side of things and storing records in a database. I imagine, you would need to create something that will call via API to my PHP function which will RETURN to the VoIP script, the phone number to deliver the "press1" caller to. Here is a sample work flow of the process: 1) Create a campaign a. Load in a list of phone numbers for that campaign with normal scheduling campabilities, DNC scrubbing? etc... b. Record a custom message to be delivered in that campaign. 2) Once someone picks up the phone, the message starts playing and if the person presses "1" the following will happen: a. The VOIP script will connect to a PHP function which will return to the script a phone number which to route that caller to. b. As soon as the script receives the phone number to route the call to, it hits the person's credit card we have on file and the caller is routed to that member. Whatever happens after that, isn't our concern. If you have any further questions, feel free to ask! We are VERY excited to find the right developer for this project. Feel free to offer your own creative ideas and concepts if the way I'm outlining this isn't the best way to go. If you have other ideas, throw them out to me!
