Blogger website

Hello I need a website created similar to blogger.com. We are a new start up making a bunch of websites for the state of South Carolina. We would like a website that basically replicates [login to view URL] for south carolina residents. I would like people to create a blog on the site, which will give them a URL to tell people... like [[login to view URL]][1]. Then I would like for them to easily create a blog, update their blog, etc., just as it's done on blogger.com. I would like for it to be VERY user friendly, so that anyone who is not even familiar with blogs can come to the site and make one easily and update it easily. I found some scripts on this page. It looks like some of them do what I would like... However I just don't know how to implement a script onto my server. So I will need someone to do that, customize it, and design some basic graphics... <[login to view URL]> ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
