Convert simple coldfusion website to PHP website.Convert Access DB to Progress DB.

I need to have a Coldfusion website converted to a PHP website. The PHP needs to be well constructed, secure and [login to view URL] database is currently MS Access and this needs to be converted to a Progress database. The site is not large nor complicated and only consists of a number of SELECT queries displaying items with a drill down effect and a couple of contact forms.
