dll for resizing images without loss of quality

What I need is a dll that can either enlarge pictures or shrink them without losing any quality (so it would be just as clear, just smaller or larger) (unlike the Paint program that comes with Windows when resizing it, there is a loss of quality, not as sharp). Need to support gif and jpg (including the gifs that has the transparent features. The properties would be percentofsize, oldpath, newpath. The method would be resizepicture. If the percentofsize is set to 200, then it would be double the size. If set to 50, then it would be half the size. Need to keep the proportions. If you need a few images to test with, that would be fine. Can be done in any language as long as it can be called from VB and also be COM enabled.
