c++ Library to intercept local computer network traffic and modify

We're in search for a library in c++. It should detect all network traffic and have the ability to modify the network traffic before it goes out. Basically the library should listen and intercept all network traffic on the specified network card. Once data is intercepted (the data that is being sent), the library will pass all data to a callback function before thge data is released through the driver. Not sure the best way to do this. Might be a filter driver, might be some sort of a hooking option. In any case it needs to work in windows 98 and up. If windows 98 needs to be done as a separate project that is ok too. Looking forward to hearing from you all and good luck! I will be adding code to the library to do the processing that I need. I just need the skeleton that will do this functionality for me. It should work in all cases no matter what network traffic is going out. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Win98 and up
